Fleet Finance News Webfleet data reveals Europe’s easiest and most challenging cities for commercial fleets Published: 14th September 2026 Share Zaragoza, Apeldoorn and Utrecht have emerged as some of Europe’s easiest cities for commercial vehicle fleets to operate in, while Berlin, Paris and Kraków rank among the most challenging, according to new data from Webfleet. The fleet management provider has launched its Commercial Trip Monitor, which tracks operating conditions for vans and trucks across 32 major European cities using anonymised and aggregated commercial vehicle journey data. Based on average monthly rankings since the start of 2026, Zaragoza in Spain recorded one of the highest scores for the distance a commercial vehicle can cover in 15 minutes, alongside the Dutch cities of Apeldoorn and Utrecht. At the other end of the ranking, Berlin recorded the lowest average ‘15-Minute Reach’, followed by Paris and Kraków. Source: Webfleet Commercial Trip Monitor The monitor also identified differences in how operating conditions are changing between countries. Poland was the only country analysed where every city improved year-on-year for 15-Minute Reach, while maintaining stable or lower levels of vehicle idling across almost every comparable month. Conditions were more mixed in Italy. Rome and Milan both improved their 15-Minute Reach year-on-year, but Milan recorded the highest ‘Idling Intensity’ of any European city covered, with vehicles spending 21% of a typical journey stationary with the engine running. This compared with 16% in Paris. German cities generally performed less strongly. Alongside Berlin ranking last for average reach, commercial vehicles in Munich, Leipzig and Hamburg covered 4.4%, 4.3% and 3.3% less ground respectively in 15 minutes than during the equivalent period in 2025. Webfleet said relatively small changes in journey speeds and idling can affect fleet productivity, fuel consumption, operating costs and emissions. Jan-Maarten de Vries, President Fleet Management Solutions at Bridgestone, said: “Commercial vehicles do not experience cities the way commuters and consumers do. They follow different routes, operate under different regulations, make multiple stops, and load and unload. “When conditions change due to congestion, roadworks, low-emission zones, regulation or major events, fleet businesses often feel the impact first. Even relatively small changes can affect productivity, operating costs, fuel use and emissions.” The Commercial Trip Monitor will be updated monthly and also provides city-level information on trip volumes, distance travelled, CO₂ emissions and fuel consumption. Webfleet developed the methodology with mobility intelligence specialist Mobito, grouping journeys into comparable route families to track changes in commercial vehicle operating conditions consistently over time.
